TAX AUDITORS ACCOMPLISHED 424 AUDITS AND CHECKINGS DURING OCTOBER

The Tax Administration in its Work Plan for 2010 among other issued also issued directives for performance of regular monthly audits. The main purpose of the adoption of the Annual Audit Work Plan is the rational and economical tax authority resources management, with the aim of achieving as good results as possible. During OCTOBER 2010 tax auditors were performed audits and collection of taxes and other public revenues, as well as audits and collection of tax arrears. In this reporting period, the Department for monitoring of tax regulations, inspection audit and administrative proceeding successfully performed activities from its authority and continued with the activities envisaged by the Action and Operative Plans for monitoring of the tourist season. Additionally, intensive actions for prevention of grey economy were performed, in line with Conclusions of the Steering Committee of the Government of Montenegro.

TAX ADMINISTRATION SIGNIFICANTLY REDUCED TAX ARREARS

In line with the Agenda for precisely planned activities, the Tax Administration, apart from regular monthly collection tasks, also carries out the collection of tax arrears. During OCTOBER 2010 the Tax Administration gained income in the amount of 10.069.813,00 € for the State Budget, collecting the "delinquency debt".

PRESS RELEASE AT THE TAX ADMINISTRATION

The Tax Administration of Montenegro has summarized the results of activities performed during the Summer Tourist Season 2010 and September & October Post-Season. Audit and collection activities and dynamics envisaged by the Action Plan for the Tourist Season 2010 were successfully performed and the Tax Administration achieved significant results through systemized work, promoting voluntary compliance in specific fields of business. Achieved results were presented by Ms Vukica Kaluđerović, Deputy Director in Collection Department and Mr Dragoljub Nikolić, Tax Auditor and Secretary of the Steering Committee for tourist season monitoring.

The Tax Administration of Montenegro has summarized the results of its activities during the Summer Tourist Season 2010 and September&October Post-Season. We are satisfied with very good results which will be traditionally presented to the public during the press- conference on Wednesday, November 3th 2010, at 12 p.m. at the Press Room on the 3rd Floor of the Tax Administration Headquarters, Put Radomira Ivanovića 2.

CLAIMS FOR VAT REFUND OF OVER 6,8 MILLION € DURING SEPTEMBER

During SEPTEMBER 2010 94 claims for VAT refund and redirection of funds from tax credit for paying tax liabilities were submitted to the Tax Administration. The Tax Administration, with the aim of determining well foundedness of refund claims, accomplished necessary inspections and audits, followed by relevant decisions. The total amount of the shown VAT credit on submitted refund claims is 6.143.041,91€, 2.994.457,91€ out of what for refund to taxpayers, and 3.148.584,00€ for redirection for payment of other tax liabilities.

Practical issues from the domain of implementing the Law on Cash Registers, models of control enforcement, as well as from the sector of tourism from the aspect of taxation were the topic of today’s working visit of the Team Leader from SIPU International Mrs. Lena Arwidsson and Deputy Director of the Tax Administration of Montenegro, Mr. Novo Radovic. SIPU International, with the experts from the Swedish Tax Administration, is currently implementing the project "Improving capacities for better efficiency and functionality of the Tax Administration work in accordance with European standards" financed by the EU.

The Number of Delinquent Returns in Constant Decrease

In line with legal regulations in force, tax payers are obliged to, up to 15th in the month, submit VAT returns (PR PDV 2) for the previous month and returns for monthly account on excise for alcohol and alcoholic beverages (OAKC-AL), tobacco products (OAKC-DP) and mineral oils, their derivatives and substrata (OAKC-MU). If a tax payer does not comply with the legal deadline, the Tax Administration carries out measures for provision of delinquent tax returns, including delivery of written notifications and reminders by telephone, and in some cases even personal delivery of the warnings to tax payers.

Representatives of the Tax Administration of Montenegro were in a study visit to the Swedish Tax Agency from 5th to 11th of September 2010. The Montenegrin delegation was represented by: Mr. Novo Radović, Deputy Director at the Audit Department, Ms. Vukica Kaluđerović, Deputy Director at the Collection Department, Mr. Momir Miličković, Chief Tax Auditor and Mr. Branko Nikčević, Head of the Branch Office Herceg Novi.

CITIZENS COMMUNICATE WITH THE TAX ADMINISTRATION VIA TELEPHONE

49 DENOUNCEMENTS REGISTERED AT THE TA CALL CENTER IN AUGUST During August 2010 the TA Call Center was dialed by 49 persons, from Podgorica – 16, Nikšić - 3, Herceg Novi - 2, Bijelo Polje-1, Bar- 9, Žabljak-4, Budva – 10, Plav– 1, Ulcinj –1, Kotor-1 and Berane- 1.
