The Number of Delinquent Returns in Constant Decrease

Activities that Tax Administration carries out in collection of this type of debt, also imply providing of "delinquent tax returns".

In line with legal regulations in force, tax payers are obliged to, up to 15th in the month, submit VAT returns (PR PDV 2) for the previous month and returns for monthly account on excise for alcohol and alcoholic beverages (OAKC-AL), tobacco products (OAKC-DP) and mineral oils, their derivatives and substrata (OAKC-MU).
If a tax payer does not comply with the legal deadline, Tax Administration carries out measures providing delinquent tax returns, which consist of delivering written notifications and reminding by telephone, and in some cases even personal delivery of the warnings to tax payers

Report on XIII General Asssembly of IOTA in Stosholm, 09.-10. July 2009.


The 13th General Assembly of IOTA was held on 9th and 10th of July in Stocholm, Sweden. High representatives of member Tax Administrations met each other, celebrating the 13th anniversary of this international Organisation. Apart from delegates from 41 member countries, 2 associate countries, local Secretariat and Iota`s Secretariat, the assembly was also attended by representatives of 10 Organisations guests.
Montenegrin delegation in Sweden consisted of: Director Mirjana Pešalj, Deputy Director Vukica Kaluđerović and Interpreter Milica Vuletić, who gave their contribution to the work of the Assembly.

PRESENTATION OF THE PROJECT INTEGRATED REGISTRATION AND TAX COLLECTION


Administration of Montenegro organized today, June 23rd, 2009, the presentation of the Project Integrated registration and tax collection, that was attended by Deputy Prime Minister and Minister of Finance dr Igor Lukšić.

Apart from the Director and representatives of

the Tax Administration, Mr Darko Martinović, President of the Work Group for the Project Integrated registration and tax collection, delegates of Slovenian consulting house Hermes SoftLab, coordinators of the Project, a representative of the Performer and a delegate from PIO Fund also attended the presenation.

TAX AUDITORS ACCOMPLISHED 1258 AUDITS AND CHECKINGS DURING MAY

Tax Administration in its Work Plan for 2009 among other issues also designated directives for carrying out monthly audits. The main purpose of the adoption of the Annual Work Plan of audits is the rational and economical conducting of tax authority sources, with the aim of achieving as good results as possible.
During May tax auditors were engaged in audits and collection of taxes and other public revenues, as well as in audits and collection of tax overdue.
In this reporting period, the Department for supervision of tax regulations implementation, audits and administrative procedure successfully carried out activities from its authority and continued with the activities designated by the Action and Operative Plans for the control of tourist season 2008/2009. Additionally, activities on prevention of grey economy were carried out intensively, in line with Conclusions of the Coordination Authority of the Government of Montenegro

TAX ADMINISTRATION SIGNIFICANTLY REDUCED THE TAX OVERDUE-

In line with the Agenda for precisely planned activities, Tax Administration, apart from regular monthly collection tasks, also carries out collection of tax overdue.
During May 2009 Tax Administration gained income in the amount of 9.959.677, 00 to the State Budget, in the name of "delinquency debit".

Analising the structure of collected deliquency debit according to types of taxes, in the reporting period it is evident that: 38,14% of VAT, 79,77% of personal income tax, 132,77% of private business income tax, 70,72% of proprety turnouver tax, 101,36% of excise, 2,80% of concessions, 89,42% of profit tax, 37,70% of tax on proprety and ownership rights profit and 128,36% of contributions were collected more than it was planned

TELEPHONE- CALL CENTER REGISTERED 82 DENOUNCEMENTS DURING MAY 2009

During May, Tax Administration Call Center was dialed by 82 persons, from: Podgorica 65, Budve 4, Bijelo Polje 2, Berana- 1, Nikšić- 1, Herceg Novi-2, Ulcinj 3, Bar-3 and Cetinje-1.
Out of the total number of calls, 75 denounced failing to submit fiscal bills, 5 work without licence and 2 irregularities in business operation.
No cases of corruption were denounced during this month.
According to the statistiscs, Tax Administration "reaction" in all cases was 100%, what means that on the base of every registered call the order for control was issued to tax auditors in 24 hours, in order to eliminate all irregularities. The citizens who reported the iregulatity were informed about the results via the contact phone numbers.

TAX ADMINISTRATION PRESS RELEASE


A lecture on the theme Anticorruption efforts with the accent on prevention was organized today, 29.05.2009., by the Tax Administration and the Directorate for Anti-Corruption Initiative.
The lecture, held at the premises of the Tax Administration, that was attended by 20 tax auditors from Podgorica, Nikšić, Budva and Bar, was opened by the Director, Mirjana Pešalj, who welcomed all attendants.

VAT REIMBURSEMENT OF OVER 4,5 MILLION WAS REQUESTED DURING APRIL

During APRIL 2009. 112 requests for VAT reimbursement and redirection of means from tax credit for paying tax liabilities were submitted to Tax Administration.
Tax Administration, with the aim of evaluating well foundedness of the requests for reimbursement, accomplished necessary checkings and audits, after what adequate resolutions were issued.
The total amount of the shown VAT credit based on requests for reimbursement is 4.528.693,44, 3.336.548,48out of what was in the name of the reimbursement to tax payers, while 1.192.144,96 were in the name of redirection for payment of
