The Number of Delinquent Returns in Constant Decrease


In line with legal regulations in force, tax payers are obliged to, up to 15th in the month, submit VAT returns (PR PDV 2) for the previous month and returns for monthly account on excise for alcohol and alcoholic beverages (OAKC-AL), tobacco products (OAKC-DP) and mineral oils, their derivatives and substrata (OAKC-MU).
If a tax payer does not comply with the legal deadline, the Tax Administration carries out measures for provision of delinquent tax returns, including delivery of written notifications and reminders by telephone, and in some cases even personal delivery of the warnings to tax payers.

TAX AUDITORS ACCOMPLISHED 1506 AUDITS AND CHECKINGS DURING AUGUST

Tax Administration in its Work Plan for 2009 among other issues also designated directives for carrying out monthly audits. The main purpose of the adoption of the Annual Work Plan of audits is the rational and economical conducting of tax authority sources, with the aim of achieving as good results as possible.
During AUGUST 2009 tax auditors were engaged in audits and collection of taxes and other public revenues, as well as in audits and collection of tax overdue.
In this reporting period, the Department for supervision of tax regulations implementation, audits and administrative procedure successfully carried out activities from its authority and continued with the activities designated by the Action and Operative Plans for the control of tourist season 2008/2009. Additionally, activities on prevention of grey economy were carried out intensively, in line with Conclusions of the Coordination Authority of the Government of Montenegro

ANNOUNCEMENT!

Within the realization of the Project Unified registration and collection2, the Tax Administration launched activities on testing IOPD return- Report on assessed personal income tax and contributions for social security insurance.
The testing will be organized in the period September- December 2009. The first phase involves the training for 8 officials employed in Branch Offices on positions for input and processing of tax returns, that will be users of the program for input and processing of IOPD return. The training is scheduled and carried out in the Head Quarters of the Tax Administration in the Classroom for trainings, in the period 08.09.2009.-11.09.2009 (4 work days), from 09:30 to 16:30.

TAX ADMINISTRATION SIGNIFICANTLY REDUCED THE TAX OVERDUE

In line with the Agenda for precisely planned activities, Tax Administration, apart from regular monthly collection tasks, also carries out collection of tax overdue.
During AUGUST 2009 Tax Administration gained income in the amount of 10.288.040, 00 to the State Budget, in the name of "delinquency debt".

Montenegro has advanced 6 ranks in the World Bank Report measuring business regulations

Last year Montengro advanced 6 ranks in the World Bank Report measuring business regulation (Doing Business 2010), taking 71. position among 183 analysed countries. According to reforms recorded, the progress of Montenegro was assessed in 4 out of 10 indicators. Only 11 countries achieved improvements in more indicators that Montenegro.

First four ranks, as for the previous year, occupied Republic of Singapore, New Zealand, Hong Kong and U.S.A., while out of neighbourhood transition countries former Yugoslav Republic of Macedonia (32nd rank), Republic of Slovakia(42nd rank), Bulgaria(44th rank), Slovenia (53rd rank) and Rumania (55th rank) are in front of Montenegro. Montenegro occupied better position that Poland (72nd rank), Turkey (73rd rank), Czech Republic (74th rank), Italy (78th rank), Albania (82nd rank), Serbia (88th rank), Croatia (103rd rank), Greece 8109th rank), Kosovo 8113rd rank) and Bosnia nad Herzegovina (116th rank).

VAT REFUND OF OVER 5,7 MILLION WAS REQUESTED DURING JULY

During JULY 2009 100 requests for VAT refund and redirection of means from tax credit for paying tax liabilities were submitted to Tax Administration.
Tax Administration, with the aim of evaluating well foundedness of the requests for refund, accomplished necessary checkings and audits, after what adequate resolutions were issued.
The total amount of the shown VAT credit based on requests for refund is 5.746.443,60, 3.165.923,14 out of what was in the name of the refund to tax payers, while 2.580.520,46 were in the name of redirection for payment of other tax liabilities.

Migration of net infrastructure

Officials of Tax Administration Department for Information system development have recently accomplished migration of net infrastructure from flat-bridge architecture to irb (integrated routing and bridging) routing in all Branch offices.

In this reporting period, the Department for supervision of tax regulations implementation, audits and administrative procedure successfully carried out activities from its authority and continued with the activities designated by the Action and Operative Plans for the control of tourist season 2009. Additionally, activities on prevention of grey economy were carried out intensively, in line with Conclusions of the Coordination Authority of the Government of Montenegro

TAX AUDITORS ACCOMPLISHED 1428 AUDITS AND CHECKINGS DURING JUNE

In this reporting period, the Department for supervision of tax regulations implementation, audits and administrative procedure successfully carried out activities from its authority and continued with the activities designated by the Action and Operative Plans for the control of tourist season 2008/2009. Additionally, activities on prevention of grey economy were carried out intensively, in line with Conclusions of the Coordination Authority of the Government of Montenegro.
The selection of tax payers to be audited was carried out, on the base of submitted returns. Special attention was paid to the supervision of achieved effects from the previous month, as tax payers were obliged to eliminate irregularities assessed during the audit.
In the reporting period 1428 audits and checkings of tax payers were carried out.
