TAX ADMINISTRATION SIGNIFICANTLY REDUCED THE TAX OVERDUE

In line with the Agenda for precisely planned activities, Tax Administration, apart from regular monthly collection tasks, also carries out collection of tax overdue.
During OCTOBER 2009 Tax Administration gained income in the amount of 8,748,222. 00 to the State Budget, in the name of "delinquency debt".

Analising the structure of collected deliquency debit according to types of taxes, in the reporting period it is evident that amounts of: VAT, private business income tax, concessions, personal income tax and contributions collected were higher than it was planned.

IPA 2007 SIPU INTERNATIONAL


In accordance with EuropeAid/126528/C/SER/ME-Re-launch Contract which is signed between European Comission and Conslulting Agency SIPU International AB located in Stockholm, on October 19th the project Improving capacities for better efficiency and functionality of the Tax Administration work in accordance with EU standards has officially been launched in Tax Administration. Implementation of the project will last 12 months

ESTONIA- STUDY VISIT


Within the project TAIEX, representatives of the Tax administration of Montenegro, Deputy Director Ms. Vukica Kaluđerović, Chief Tax Auditor Mr. Novo Radović and Interpreter Mrs. Milica Vuletić, were in Estonia at the study visit from 07.10. to 09.10.2009.
The study visit was organized on the theme: Fiscal Systems and rules for avoidance of double taxation in Montenegro and Estonia.
Delegates of the Montenegrin Tax administration prepared presentations on this topic. The visit was a good opportunity for colleagues to share practical experience and opinions on the above mentioned topic.
Representitives of the Ministry of Finance of Estonia during three days of the study visit prepared their presentations, elaborating matters related to rules for avoiding double taxation.

THE TAX ADMINISTRATION HAS BEGAN PREPARATIONS FOR THE WINTER TOURIST SEASON 2009/10 SUPERVISION

Today, 21th October 2009,the Steering Commitee for tourist season supervision held its first working meeting devoted to preparational activities for the supervision forthcoming winter tourist season 2009/10. As As it was pointed out on 15th October, activities related to the summer tourist season 2009 are finished. The public has been informed about their successfulness and results achieved during the press conference held on that day.

The Number of Delinquent Returns in Constant Decrease

Activities that the Tax Administration carries out in collection of this type of debt also imply provision of "delinquent tax returns".

In line with legal regulations in force, tax payers are obliged to, up to 15th in the month, submit VAT returns (PR PDV 2) for the previous month and returns for monthly account on excise for alcohol and alcoholic beverages (OAKC-AL), tobacco products (OAKC-DP) and mineral oils, their derivatives and substrata (OAKC-MU).
If a tax payer does not comply with the legal deadline, the Tax Administration carries out measures for provision of delinquent tax returns, including delivery of written notifications and reminders by telephone, and in some cases even personal delivery of the warnings to tax payers.

TAX AUDITORS ACCOMPLISHED 10.668 AUDITS AND CHECKINGS DURING JANUARY-SEPTEMBER 2009

Tax Administration in its Work Plan for 2009 among other issues also designated directives for carrying out monthly audits. The main purpose of the adoption of the Annual Work Plan of audits is the rational and economical conducting of tax authority sources, with the aim of achieving as good results as possible.
In the period JANUARY- SEPTEMBER 2009 tax auditors were engaged in audits and collection of taxes and other public revenues, as well as in audits and collection of tax overdue.
In this reporting period, the Department for supervision of tax regulations implementation, audits and administrative procedure successfully carried out activities from its authority and continued with the activities designated by the Action and Operative Plans for the control of tourist season 2008/2009. Additionally, activities on prevention of grey economy were carried out intensively, in line with Conclusions of the Coordination Authority of the Government of Montenegro

In this reporting period, the Department for supervision of tax regulations implementation, audits and administrative procedure successfully carried out activities from its authority and continued with the activities designated by the Action and Operative Plans for the control of tourist season 2008/2009. PRESS CONFERENCE: RESULTS ACHIEVED DURING SUMMER TOURIST SEASON 2009


Today (15.10.2009. godine) the press conference on the theme Results of Summer Tourist season 2009 was organized at premises of the Tax administration of Montenegro.
Novo Radović, Chief Tax Auditor and Vesna Ćalović, Tax Auditor and Secretary of the Coordination Board for the tourist season supervision addressed representatives of media.

3rd REGIONAL CONFERENCE OF THE BALKAN TAX ADMINISTARTIONS- SOFIA- BULGARIA 29.09. 02.10.2009.

3rd Regional Conference of the Balkan Tax administrations took place in Sofia from 29 September to 02 October 2009. It was participated by representatives of Montengro, Croatia, Slovenia, Bosnia and Herzegovina, Macedonia, Greece, Romania, Turkey, Albania, Kosovo and host country- Bulgaria. Further more, delegates of Intra-European Organisation of Tax administrations- IOTA, that Monenegro joined in 2003, also attended the conference as guests.
Montenegrin delegation consisted of the Director of the Tax administration of Montenegro, Ms. Mirjana Pešalj and Deputy Director in the Collection Department, Ms. Vukica Kaluđerović.

REQUESTS FOR VAT REFUND OF OVER 4 MILLION DURING AUGUST

The total amount of the shown VAT credit based on requests for refund is 4.046.932,14, 2.079.418,67 out of what in the name of the refund to tax payers, while 1.967.513,47 in the name of redirection for payment of other tax liabilities.
