TAX ADMINISTRATION ORGANIZED TWO DAYS EXPERT MISSION CORPORATE TAXATION WITHIN TAIEX INSTRUMENT


Expert mision on the theme Corporate taxation was organized on 16. and 17. December 2009 in the Tax administration in cooperation with European Commission, i.e. within TAIEX instrument. The event was designed for 20 tax officials from the Tax administration Branch offices Podgorica, Nikšić, Hercegnovi and the subsidiary Kotor. The speakers for the mission were: Eckart Sonnenberg- German expert for corporate taxation and officials from the Department for supervision of tax regulation implementation, audit and administrative procedure- Chief tax auditor, Novo Radović and tax auditor I, Momo Miličković.

TAX AUDITORS ACCOMPLISHED 967 AUDITS AND CHECKINGS DURING SEPTEMBER

In this reporting period, the Department for supervision of tax regulations implementation, audits and administrative procedure successfully carried out activities from its authority and continued with the activities designated by the Action and Operative Plans for the control of tourist season 2008/2009. Additionally, activities on prevention of grey economy were carried out intensively, in line with Conclusions of the Coordination Authority of the Government of Montenegro.
The selection of tax payers to be audited was carried out, on the base of submitted returns. Special attention was paid to the supervision of achieved effects from the previous month, as tax payers were obliged to eliminate irregularities assessed during the audit.
In the reporting period 967 audits and checkings of tax payers were carried out.

TAX ADMINISTRATION SIGNIFICANTLY REDUCED THE TAX OVERDUE

In line with the Agenda for precisely planned activities, Tax Administration, apart from regular monthly collection tasks, also carries out collection of tax overdue.
During NOVEMBER 2009 Tax Administration gained income in the amount of 6.989.087, 00 to the State Budget, in the name of "delinquency debt".

The Tax administration is issuing a public call reminding taxpayers about the possibility of flat rate taxation, in line with Article 49 of the Law on personal income tax and Article 7 of the Rulebook on flat rate taxation of the independent activity income.

DG TAXUT SEMINAR FOR REPRESENTATIVES OF THE TAX AND CUSTOMS ADMINISTRATIONS


On 30.11.2009 and 01.12.2009 ECs Directorate General for taxation and customs (DG TAXUD), within the third mission to Montenegro, organized two days seminar for representatives of the Tax and Customs administrations at the premises of the Human resources management authority.
In line with activities the European Commission and DG RELEX are carrying out, guidelines for preparation and implementation of the interconnectivity and interoperability strategy for IT and business teams of the Tax and Customs administrations were pointed out during the seminar. This event was organized with the aim of good and timely preparation for the accession to EU tax and customs systems.

The workshop TAXATION IN TOURISM- CURRENT ISSUES AND EXPERIENCE FROM THE TOURIST SEASON 2009


The workshop was designed for members of the Union of employers of Montenegro, as one of activities based on the Agreement on mutual cooperation between the Tax administration and the Union of employers. Speakers on the seminar were officials of the Tax administration Novo Radović and Momo Miličković, together with foreign experts who Lena Arwidson and Lillemor Skyllback, within the IPA Project, are providing professional and technical assisstance to Montenegro.

"Project capacities for better efficiency and functionality of the Tax Administration work in accordance with European standards"


The Steering Committee Meeting of the EU funded Project capacities for better efficiency and functionality of the Tax Administration work in accordance with European standards" has been held today in the Tax Administration of Montenegro. The meeting was chaired by the MTA Director Mrs. Mirjana Pesalj and the following participants attended: Assistants to MTA Director, MTA Programme Manager, as well as the representatives of Ministry of Finance, Minisry of EU Integrations, Delegation for the European Commission to Montenegro and Contractor a consortium led by SIPU International AB.
The members of SCM discussed the realization of the above mentioned EU project and adopted draft of the Inception report

The Number of Delinquent Returns in Constant Decrease


In line with legal regulations in force, tax payers are obliged to, up to 15th in the month, submit VAT returns (PR PDV 2) for the previous month and returns for monthly account on excise for alcohol and alcoholic beverages (OAKC-AL), tobacco products (OAKC-DP) and mineral oils, their derivatives and substrata (OAKC-MU).

If a tax payer does not comply with the legal deadline, the Tax Administration carries out measures for provision of delinquent tax returns, including delivery of written notifications and reminders by telephone, and in some cases even personal delivery of the warnings to tax payers.

REQUESTS FOR VAT REFUND OF OVER 5,3 MILLION DURING OCTOBER

During OCTOBER 2009 92 requests for VAT refund and redirection of funds from tax credit for paying tax liabilities were submitted to the Tax Administration.
The Tax Administration, with the aim of determining well foundedness of the requests for refund, accomplished necessary inspections and audits, followed by relevant resolutions.
The total amount of the shown VAT credit based on requests for refund 5.304.386,33, 3.151.016,53 out of what being the refund to tax payers, while 2.153.369,80 being intended for redirection for payment of other tax liabilities.

TAX AUDITORS ACCOMPLISHED 1154 AUDITS AND CHECKINGS DURING SEPTEMBER

During OCTOBER 2009 tax auditors were engaged in audits and collection of taxes and other public revenues, as well as in audits and collection of tax overdue.
In this reporting period, the Department for supervision of tax regulations implementation, audits and administrative procedure successfully carried out activities from its authority and continued with the activities designated by the Action and Operative Plans for the control of tourist season 2008/2009. Additionally, activities on prevention of grey economy were carried out intensively, in line with Conclusions of the Coordination Authority of the Government of Montenegro.
