TAX ADMINISTRATION SIGNIFICANTLY REDUCED TAX ARREARS

In line with the Agenda for precisely planned activities, the Tax Administration, apart from regular monthly collection tasks, also carries out the collection of tax arrears. During JANUARY 2011 the Tax Administration earned income in the amount of 5.483.543, 00 € for the State Budget, collecting the "delinquent debt".

On January 24 2011 the acting Director of the Tax Administration of Montenegro Mr Novo Radović and Chief Tax Auditor Mr Momir Miličković met representatives of the Project Consortium- Team Leader Mr Allan Wilson, tax expert Mr Jesus Gayarre and Task Manager Giovanni Gaeta, concerning the implementation of the Project Regional Blueprints Exercise on Customs and Taxation.

TAX AUDITORS ACCOMPLISHED 1.041 AUDITS AND CHECKINGS DURING DECEMBER

The Tax Administration in its Work Plan for 2010 among other issued also issued directives for performance of regular monthly audits. The main purpose of the adoption of the Annual Audit Work Plan is the rational and economical tax authority resources management, with the aim of achieving as good results as possible. During DECEMBER 2010 tax auditors were performed audits and collection of taxes and other public revenues, as well as audits and collection of tax arrears.

REGIONAL BLUEPRINTS EXERCISE ON CUSTOMS AND TAXATION

On 17 January 2011 the implementation of the Regional Blueprints Exercise on Customs and Taxation, organized and funded by the European Commission within the Instrument of Pre-Accession Assistance to the Western Balkans and Turkey (IPA), was launched at the Tax Administration of Montenegro. The overall objective of the Project is to evaluate the administrative capacity of the Customs and Tax Administrations by using the framework offered by the Customs and Fiscal Blueprints, published by the EC’s DG TAXUD.

CLAIMS FOR VAT REFUND OF OVER 5,1 MILLION € DURING NOVEMBER

During NOVEMBER 2010 87 claims for VAT refund and redirection of funds from tax credit for paying tax liabilities were submitted to the Tax Administration. The Tax Administration, for determination of well foundedness of refund claims, accomplished necessary inspections and audits, followed by relevant decisions. The total amount of the shown VAT credit on submitted refund claims is 5.186.575,08€, 2.138.644,44€ out of what for refund to taxpayers, and 3.047.930,64€ for redirection for payment of other tax liabilities.

REPRESENTATIVES OF TAX ADMINISTRATIONS OF FORMER YUGOSLAV REPUBLICS MEET IN BELGRADE

On Decemebr 15 2010 the meeting of Directors General and Deputy Directors of Tax Administrations of former Yugoslav Republics was held in Belgrade. The Tax Administration of Montenegro was represented by Acting Director Mr. Novo Radović and Chief Tax Auditor Mr. Momir Miličković. The regional cooperation was welcomed the meeting, as all participating Tax Administrations are facing similar challanges, as well as there are a lot of issues where mutual cooperation is possible, such as: joint trainings, electronic communication and other forms of exchange of information, harmonisation of work strategies, mutual assistance in tax collection, protection of intelectual nad legal property and similar issues.

During OCTOBER 2010 114 claims for VAT refund and redirection of funds from tax credit for paying tax liabilities were submitted to the Tax Administration. The Tax Administration, for determination of well foundedness of refund claims, accomplished necessary inspections and audits, followed by relevant decisions.

The Number of Delinquent Returns in Constant Decrease

In line with the Agenda and precisely planned activities, the Tax Administration, apart from regular monthly collection tasks, also takes measures for collection of tax arrears. During SEPTEMBER 2010 the Tax Administration collected over 9,1 million € of "delinquent arrears" for the State Budget.
