Report on VAT and excise returns for February 2011 and interventions of regional offices for provision of these returns during March 2011

In line with legal regulations in force, taxpayers are obliged to submit VAT returns (PR PDV 2) and returns for monthly account on excise for alcohol and alcoholic beverages (OAKC-AL), tobacco products (OAKC-DP) and mineral oils, their derivatives and substrata (OAKC-MU) by the 15th of the following month.

TAX ADMINISTRATION SIGNIFICANTLY REDUCED TAX ARREARS

In line with the Agenda for precisely planned activities, the Tax Administration, apart from regular monthly collection tasks, also carries out the collection of tax arrears. During MARCH 2011 the Tax Administration earned income in the amount of 7.202.564, 00 € for the State Budget, collecting the "delinquent debt".

VAT REFUND CLAIMS OVER 4,5 MILLION € DURING FEBRUARY

During FEBRUARY 2011 79 claims for VAT refund and redirection of funds from tax credit for clearance of other tax liabilities were submitted to the Tax Administration. The Tax Administration, for determination of groundedness of refund claims, accomplished necessary inspections and audits, followed by relevant decisions.

TAX AUDITORS ACCOMPLISHED 1.281 AUDITS AND CHECKINGS DURING FEBRUARY

The Tax Administration in its Work Plan for 2011 among other issued also issued directives for performance of regular monthly audits. The main purpose of the adoption of the Annual Audit Work Plan is the rational and economical tax authority resources management, with the aim of achieving as good results as possible. During FEBRUARY 2011 tax auditors performed audits and collection of taxes and other public revenues, as well as audits and collection of tax arrears.

IMF Technical Assistance Mission in Tax Administration

In the period 2-15 March 2011 representatives of the IMF Fiscal Affairs Department will visit the Tax Administration of Montenegro. During its mission, the team, consisting of Ms. Margaret Cotton, Mr. Peter Barrand and Mr. Norman Gillanders, will meet the Deputy Minister of finance in charge of fiscal and customs system, Mrs. Biljana Šćekić, Tax Administration Director, Mr. Dejan Marinović and representatives of all MTA departments and services, for analysing the key elements of the Montenegrin tax system and its administration, describing of the key challenges this authority faces with and describing recents reforms in tax administration and plans for the future.

The Project „Unified registration and collection“ was launched by the Government of Montenegro within the MPSAIP (Montenegrin Pension System Administration Investment Project). It was initiated with the aim of improving and simplifying the registration process for taxpayers and the insured, improving the reporting system and creating conditions for increasing the collection rate and voluntary compliance in the field of personal income tax.

CLAIMS FOR VAT REFUND OF OVER 8,2 MILLION € DURING JANUARY

During JANUARY 2011 116 claims for VAT refund and redirection of funds from tax credit for clearance of other tax liabilities were submitted to the Tax Administration. The Tax Administration, for determination of groundedness of refund claims, accomplished necessary inspections and audits, followed by relevant decisions. The total amount of VAT credit shown in submitted refund claims is 8.224.401,74€, 4.500.278,60€ for refund to taxpayers and 3.724.123,14€ for redirection for payment of other tax liabilities.
